On be-half of a direct profit relocate program, the finance ministry has said that electronic transfers should be done with beneficiaries of all plans that engross the cash profits.
The department of expenditure has said in a missive to all government ministries said, “For greater and universal impact on efficiency in delivery of benefits, their timeliness, along with accurately targeting of the intended beneficiaries, it is imperative that DBT may be extended beyond the transfers to the Centre directly to individuals to all schemes or projects that have any component of cash benefits transfer to individual beneficiaries, from levels other than Central from state or district of sub-district level or government or non-government agencies.”
View of Central sector schemes, the finance ministry has asked all departments to give out the donations electronically to all persons and institutions. It has directed that a digitised catalogue of all beneficiaries will be done and started with Aadhaar numbers by June 30th. “E-transfer of funds will start in all (central) schemes not later than April, 2015,” the ministry has announced.
Likewise, for all CSS plans, the Central ministry will convey finances to the state governments and toil with states to transport the cash module of every plan to the beneficiaries electronically. For these plans, ministries have to organize a digitised record of beneficiaries by 30th March 2015 that should be started with 100 percent Aadhaar numbers by June 30th. The cash transfer would be done by Public Financial Management Systems of the Controller General of Accounts or NEFT as in the view of finance ministry said.
